Founder and Director

Philippa Kibugu-Decuir

As a breast cancer survivor and lifetime teacher with 28 years of experience, I choose to fight breast cancer with awareness, education, empowerment, and promotion of early detection and self-seeking behaviors among vulnerable low-income communities in East Africa, starting with Rwanda, where I was born, and Houston, Texas, where I live. I believe Knowledge is power that liberates people from ignorance, poverty, and disease, and I believe in the principle that learning never stops.

The adage is true: "The enemy you know cannot kill you." And the Goal is to Conquer it. BCIEA Inc. strives to represent patients, survivors, and anybody impacted by cancer, directly or indirectly, not forgetting those who endure the experience of taking care of cancer patients.

Although BCIEA's effort focuses on my two homes: Rwanda in East Africa and Houston, Texas, in the USA, its mission and vision transcend all boundaries, just like cancer does.

" Breast Cancer is Everybody's Business" The Return on Investing in it is huge, saving lives.
